A ranking official of the International Labor Organization has criticized the Philippine governments failure to promote organized labor after the country ranked among the lowest in terms of unionized workers in the world.

Speaking to reporters at the sidelines of the observance of International Womens Day on Friday, Michihiro Ishibashi, ILOs senior specialist on workers activities for the subregional office for Southeast Asia and the Pacific, said, however, the number of organized labor in the Philippines is not that bad as seen within the region.

However, he added, “Globally, its among the lowest but in Asia, it is within the same level with Thailand,” noting that only 6 percent of the labor force is organized.

According to him, Singapore has the highest rate of trade unions in Asia, while labor in the United States and Europe were between 60 percent to 70 percent organized.

Ishibashi said the labor department must concentrate on promoting unionism since this is a crucial tool in protecting workers rights and welfare.

He recalled that since the ILO assisted member-states in trade union formation, the Philippines organized labor has never moved beyond 6 percent.

Ishibashi said there is also a low appreciation among local employers of organized labor, adding this is one major reason workers are not as keen in forming employees unions.

An official from the Federation of Free Workers said forming unions, especially in economic zones, is difficult since most employers do not allow it for fear of labor disturbance.

“We have difficulty organizing in the E-zones because companies either close down once they learned that unions are being formed. In most cases when we bring our to the , unions dont really win their case,” said Sonia Baki, an FFW officer.

Baki added that women workers are also difficult to organize because of their “double burden,” juggling work and family.
