ABS-CBN Isabela correspondent Julius Camba reported Tuesday that NFA regional director Danilo I. Pastrana has returned to resume his work after a 10-day leave. Pastranas resumption of his duties was reportedly with permission from NFAs central office. Pastrana maintains his innocence on allegations of possible involvement in the rice supplies diversion in Isabela. The NFA regional chief said that the controversy has generated great embarrassment to him and his family. He said that he is ready to face the allegations that have been made against him. Meanwhile NFA Isabela provincial manager Alfredo R. Paguila has also resumed his duties. He reportedly is seeking to be transferred to Cagayan province. ‘Zero-tolerance policy Agriculture Secretary Arthur Yap previously said he ordered the relief of the two NFA officials following an ABS-CBN report that unscrupulous traders were reselling NFA rice at higher prices in Isabela province. He said the suspension was part of the agriculture department's "zero-tolerance" policy on rice hoarders in the country. In a separate interview, NFA regional information officer Raymund Tafalla said however that Pastrana and Paguila had filed leaves of absence pending the result of an investigation on alleged rice diversion in the province. Surveillance video Footage taken by members of the Philippine National Police- Directorate for Investigation and Detective Management showed two delivery trucks carrying hundreds of sacks of NFA rice to the warehouse and hundreds of sacks of rice being brought out and ready for delivery as commercial rice. The PNP-DIDM said the video was a result of days of surveillance conducted on the warehouse of a private rice mill. Authorities did not reveal the location and the owner of the warehouse. No arrest was made despite the evidence secured by the PNP-DIDM. A PNP-DIDM agent said cooperatives operated by syndicates are getting the rice allocation from the NFA. He said the repacked rice is being passed on as Sinandomeng or Dinorado rice and sold at P25/kilo. Tafalla said that before taking a leave, Pastrana personally led a raid on the alleged warehouse that contained the NFA rice hoard but found nothing. He said Land Transportation Office records showed that the trucks were owned by a licensed rice trader. Arroyo to lead campaign vs rice hoarders President Arroyo on Tuesday has vowed to imprison anyone who pilfers state-subsidized rice as the Philippines denied it was going the way of countries hit by rioting caused by soaring food prices. "Anyone caught stealing rice from the people must be thrown into jail," Mrs. Arroyo said after a Cabinet meeting to discuss the rapid rise in the price of rice, the country's staple cereal. Manila is expected to spend nearly one percent of its economic output this year to provide rice at nearly half the market price to the country's poorest families, and has been scrambling to increase stocks at government grains silos even as neighbors curtail exports. "I am leading the charge to crack down on any form of corruption by public or private persons who would divert supplies or pervert the price of this essential commodity in any way," Mrs. Arroyo said. The President has previously ordered the military and police to secure rice warehouses and distribution centers, and has called on law enforcement to crack down on those who sell government-subsidized rice stocks at market prices. Mrs. Arroyo also urged the public not to panic over the price increases, saying the Philippines has a secure supply of rice from both local production and foreign sources. The Philippines, with a rapidly growing population now estimated at 90 million, is among the world's largest importers of rice. Analysts have said that any sudden upward movements in the price of the commodity could lead to social unrest and pose security problems in the country where about one-third of the people live on a dollar a day or less. The government has deployed police and military to clamp down on rice hoarders. NBI files complaints against 13 traders The National Bureau of Investigation filed complaints to the Department of Justice Tuesday against 13 rice retailers for allegedly hoarding several bags of repacked rice sourced from the National Food Authority. Complaints were filed against Eleanor Rodriguez of Metro Grains Marketing, Meynardo Guevarra, Francisco Dio, Arnel Lagonoy, Mary Ann Magno, Geonell Vin Centeno, Delia Barreda, Sofia Guzman, Prestifero Prado, Leonides Manalo, Lydia Supremido, Anthony Choi Angeles and Romeo Mariano Jr. The 13 rice traders were alleged to have violated Presidential Decree No. 4 or the National Grains Authority Act. They were accused of hoarding, illegal price manipulation, diversion of government stocks, and absence of the required signboard. The NBI filed the complaints against the suspects after raids were conducted against suspected unscrupulous rice retailers amid a food crisis.
