"Higher rainfall this year allowed farmers to plant in wider areas, unlike last year when there was a drought," Romeo Recide, director of the Bureau of Agricultural Statistics, told Reuters. Production of unmilled rice reached 7.3 million tons in January to June, higher than a government target of 7.1 million and the 6.7 million tons produced in the same period of 2007, the agriculture department said in a statement. The preliminary production data covered only 92 percent of the 1.94 million hectares devoted to rice planting, the statement said. Recide said the initial data was still subject to review, with the government expected to release official first half production data on Aug. 15. Despite steadily rising domestic output, the Philippines is still the world's biggest rice importer as local production fails to keep pace with a rapidly growing population. Typhoons, which hit the archipelago between May and October, are another threat to output. But the agriculture department reiterated on Monday that last month's strong typhoon, which ravaged the key rice-producing province of Iloilo, was unlikely to threaten this year's unmilled rice output goal of 17.3 million tons, up 6.7 percent from 2007. "The damage was not too huge, it should not have a big impact on the target this year," Recide said. "The typhoon hit right after the summer harvest. There are losses on the part of the farmers in terms of investment in seeds and fertilizer but in terms of production, as long as they are able to replant right away, it is not considered a production loss," he said. With the cost of fertilizers doubling domestically to about 1,500-1,900 pesos per bag compared to a year ago, the government has started giving farmers fertilizer subsidies of 250 pesos per bag, particularly in typhoon-ravaged provinces, the agriculture department said in its statement. For this year, the Philippines has secured 2.3 million tons of its national staple from overseas sources to fill a gap in local output and to set aside a higher buffer stock after rice prices shot up to record highs earlier this year. Filipinos consume about 33,000 tons of rice daily, with many eating it for breakfast, lunch and dinner.
