GONZALES The Philippine Star The Bureau of the Treasury rejected again Monday all bids for Treasury bills after banks submitted unreasonably high offers. Finance Undersecretary and Acting National Treasurer Roberto Tan said investors are waiting on the sidelines amid the latest development in the US economy. "The market is fence-sitting because of the major developments in the US," Tan told reporters after Mondays auction. The US Federal Reserve announced fresh emergency measures during the weekend to help financial companies cope with the worsening economic crisis. Had the BTr accepted banks offers, the average rate of the 91-day T-bill would have risen to 5.026 percent from the previous rate of 3.675 percent. Similarly, the average rate of the 182-day debt paper would have risen to 5.543 percent from 4.675 percent previously. The average rate of the 364-day T-bill, meanwhile, would have risen to 5.895 percent from 5.266 percent previously. The governments auction committee had expected investors appetite for T-bills to resume following the move of the Bangko Sentral ng Pilipinas to refine its Special Deposit Account facility. The refinement involved the closure of existing SDA windows for two, three, and six-month SDAs. SDAs are special investment facilities available to banks. The BSP also reduced the incentive for the eligible financial institutions to park funds in the SDA facility. Through the SDAs, banks trust departments and government-owned and controlled corporations can now park their funds directly with the central bank which offer higher rates compared to government securities. Monetary authorities also kept headline interest rates unchanged at five percent for overnight borrowing and seven percent for overnight lending. Tan said investors are probably waiting on the sidelines also because of the upcoming Lenten season. "We have a long week ahead," he noted. The next auction wherein the government will sell Treasury bonds, will resume on April 1. Tan said the governments auction committee has not yet decided on whether it would scrap offers of all Treasury bills given the lackluster appetite for the paper and instead issue more Treasury bonds. "We still have to finalize that," Tan said.
