Feds: Parks scientists erred in oyster farm study

Errors were made but there was no criminal conduct by National Park Service scientists assessing the environmental impact of a disputed oyster farm in Northern California, a federal investigation has found.

The Interior Department's Solicitor's Office said the scientists made mistakes that eroded public confidence when studying whether the operation of Drakes Bay Oyster Co. hurt seal populations and the environment in the pristine waters of Point Reyes National Seashore.

"Specifically, several NPS employees mishandled research in the form of photographic images showing the activities of humans, birds and harbor seals at upper Drakes Estero," the Interior Department said Tuesday.

Interior's probe came after a separate study by the National Academy of Sciences found park service officials exaggerated the operation's negative impact on the environment. The academy's investigators did not receive some 250,000 surveillance photos showing the oyster boats' interaction with harbor seals.

At issue is whether the 71-year-old oyster farm — the only such facility in the Point Reyes National Seashore — can extend its lease, which runs out next year. The farm, which produces 40 percent of the state's commercial oysters, is located in a small bay tucked into the green coastal hills of the park, about 50 miles north of San Francisco.

The company has been in a feud for years with park officials who want to convert the estuary to official wilderness. Later this year the park service is expected to release its draft environmental impact statement, which will help determine if the farm can stay.

"They were trying to figure out a way to scientifically support their beliefs that the farm was harming the environment," said Kevin Lunny, the farm's owner."Our goal is not to get people in trouble or see heads roll, but this biased science material has made it into the environmental impact statement process."

Interior Department spokeswoman Kendra Barkoff did not address Feinstein's claims directly, but said on Thursday the agency was ensuring that all appropriate actions are taken to address the issues the report identifies.

In addition, the department has set up a website with access to the photographs and other documents related to the oyster farm dispute.

The company has found a powerful ally in Democratic U.S. Sen. Dianne Feinstein, who accused the Interior Department on Wednesday of downplaying misconduct by the park service.

"Rather than accepting the ... verdict of misconduct and taking decisive action, the Department of the Interior responded defensively by noting the absence of 'criminal violation,' admitting that 'mistakes' were made, and declining to inform the public whether corrective action is taken," Feinstein wrote in a letter to Interior Secretary Ken Salazar.

The Point Reyes National Seashore was established in 1960, but the oyster farm and 15 historic cattle ranches and dairy farms were allowed to continue operating. In 1976, Congress passed the Point Reyes Wilderness Act, which designated the area as potential wilderness.

The NPS and local environmentalists have argued that the oyster operation should cease so the area can be designated official wilderness.

Feinstein has asked the Interior Department to clearly state how the science in question will be used in determining whether to renew the oyster farm's lease, and to be transparent in its corrective actions.

"It is critical to the integrity of the National Park Service and the Department of the Interior that you publicly disavow the practice of selectively misusing and misconstruing science to achieve a desired outcome," she wrote.

Bird group calls for end to wind energy due to threats to species

On Tuesday an international bird watchdog group based in Spain, Save the Eagles International (STEI), warned that the expected construction of 3.5 million wind turbines worldwide will result in the extinction of a variety of bird species.

STEI is calling for a moratorium on all wind farm construction and an investigation into whether the threat to wildlife is worth the amount of energy produced — when, they say, there are so many other, more efficient sources of energy.

According to STEI it is a fallacy to compare wind turbine bird deaths to other sources of bird carnage such as automobiles and high windows, as wind turbine construction is optional.

“[M]ortality caused by windfarms and their power lines is new and additional”, said STEI president Mark Duchamp. “[A]nd like the proverbial last drop that spills the glass, its effects will be upsetting. To wit the Tasmanian Wedge-tailed Eagle, which has been condemned to extinction by the construction of seven windfarms in its habitat.”

People for the Ethical Treatment of Animals (PETA) also expressed concern about the high number of bird deaths that result from wind turbines, but has not gone so far as to call for a ban.

“Unfortunately they do kill and maim birds and bats. Not only do they harm these birds, but they also hurt the young who depend on them and end up suffering as well. There are ways to reduce harm,” senior PETA campaigner Ashley Byrne told TheDC “There are more wildlife friendly turbines that spin more slowly and pose less of a risk and there is even a company that manufactures hoop shaped blades that are far more wildlife friendly.”

The U.S. Fish and Wildlife Department reports that these sky-high blenders slaughter more than 440,000 birds annually, including protected species.

Huge Natural Stone Arch Discovered

The recently discovered Hazarchishma Natural Bridge is also nearly 10,000 feet (3,000 m) above sea level, making it one of the highestin the world.

Researchers from the Wildlife Conservation Society stumbled across the geological colossus in late 2010 while conducting wildlife surveys along Afghanistan's Bamyan plateau, home to ibex and urial wild sheep.

"It's one of the most spectacular discoveries ever made in this region," said Joe Walston, director of the Wildlife Conservation Society's Asia Program. "The arch is emblematic of the natural marvels that still await discovery in Afghanistan."

Consisting of rock layers formed between the Jurassic Period (200 million to 145 million years ago) and the more recent Eocene Epoch (55 million to 34 million years ago), the Hazarchishma Natural Bridge, named for a nearby village, was carved over millennia by the once flowing waters of the now-dry Jawzari Canyon.

"Afghanistan has taken great strides in initiating programs to preserve the country's most beautiful wild places as well as ," said Peter Zahler, deputy director for the WCS Asia Program. "This newfound marvel adds to the country's growing list of natural wonders and economic assets."

The world's largest natural arch — Fairy Bridge — is located by the Buliu River in Guangxi, China, and spans a staggering 400 feet (122 m).

Several of the top 20 largest natural arches are located in the United States in Utah.

Brown urges G-20 to seal 'global growth pact'

Less than a week ahead of a meeting of the Group of 20 rich and developing nations in China, former U.K. Prime Minister Gordon Brown has urged the world's most powerful economies to seal a "global growth pact" to fight unemployment.

Brown was joined on Saturday by other top economic policymakers in his call for a transformation of the G-20 to help it remain relevant in a global economy torn by clashing national interests — although their focus differed somewhat from his.

To tackle high unemployment in poor and rich nations and a lack of economic growth in Europe and the United States, politicians need to look beyond merely reducing deficits, Brown said.

"All around the world deficit reduction has become the big issue when actually it's only one of the issues," Brown told a panel in Brussels debating the relevance of the G-20. The panel also included Pascal Lamy, the director general of the World Trade Organization, and World Bank President Robert Zoellick.

Brown said the G-20 was at a juncture that would decide whether it can deliver prosperity to poorer nations in the Middle East and North Africa as well as more established economies in America and Europe.

His comments come as tens of thousands of people were marching through the streets of London to protest austerity measures and political upheavals continue in Northern Africa and the Middle East triggered in part by huge youth unemployment.

They also come ahead of a meeting of G-20 central bank governors and cabinet ministers in Nanjing, China, on Thursday — convened by French President Nicolas Sarkozy — to discuss reform of the global monetary system. France has made such a reform one of the focal points of its yearlong presidency of the G-20, along with reducing economic imbalances and volatility in commodity prices.

While Brown said an overhaul of the monetary system was necessary, he chose to take a broader view.

"I cannot imagine that the world can solve the unemployment problem we've got without closer economic cooperation," he told the panel, organized by the United States' German Marshall Fund, a nonpartisan public policy group.

If China increases domestic consumption faster than expected, the U.S. manages to rebalance its own expansive consumption and investment patterns and Europe can overhaul its struggling economies, the global economy could grow about 4 percent faster by 2014, create 50 million jobs and pull some 100 million people out of poverty, Brown said citing a report by the International Monetary Fund.

But he cautioned that there was a lack of political will on the international level to compromise on domestic interests. "We are retreating into national silos just when international economic cooperation is more needed than ever," Brown warned.

Brown was one of the politicians central to heaving the G-20 into the limelight of global decision making in the wake of the financial crisis. The group's meeting in London in 2009, when Brown was British prime minister, is widely seen as one of its most successful, forging deals on tighter financial regulation.

Since then, however, the G-20 has been struggling to create agreements between economies on widely divergent growth paths such as the U.S. and China. Its most recent meeting in Paris in February was criticized for concluding a watered down deal on reducing dangerous economic imbalances.

Lamy and Zoellick also said the G-20 needed to transform if it wanted to remain relevant — the WTO chief pointed to paralysis over disagreements between the U.S. and China, while the World Bank president said the overrepresentation of Europe was being seen by many as coming at the expense of poorer African and Asian nations.

However, both stressed that a focus on deficit reduction was unavoidable at the moment. Zoellick, who worked under former President George W. Bush, said the U.S. needed to address its high debt and deficit.

Asked about the anti-austerity demonstrations in London, Lamy said that in his opinion, "for the moment a number of countries have no choice but to go through this painful period."

Post-handgun ban, wealthy D.C. residents stock up on firepower

Washington, D.C.’s well-to-do residents have armed themselves at a greater rate than residents of poorer, more crime-ridden areas in the two years sincethe Supreme Court ended D.C.’s ban on handguns.

According to D.C. police data, more than 1,400 firearms have been registered since the Court’s ruling in June 2008, and most of these in the western half of the District. Nearly 300 of the guns are registered in high-income, low-crime areas of Northwest such as Georgetown, Palisades, and Chevy Chase,the Washington Post.But in all of the neighborhoods east of the Anacostia River—areas beset by poverty and crime—only 240 guns have been registered.

One gun owner in the 20016 zip code told the Washington Post that “crime is down to the lowest level, but people always feel insecure. And when you have responsibility for your family, you have to be prepared.”

This resident’s zip code, which includes some of the wealthiest neighborhoods of upper Northwest, saw the biggest increase in legal guns. An area of about 14,000 households, it accounts for more than 10 percent of the city’s gun total.

One 69-year-old resident of the Chillum area of Northeast says he feels much safer now that he has purchased three semiautomatic handguns.

“I don’t have confidence in the police in terms of response time,” he said. “If we are unarmed citizens, then we have no protection, and we are automatic victims.”
