Governors from 180 member countries cast their vote, and of those three voted against the reform measures and two abstained, a senior IMF official said in a conference call with reporters. The official explained that IMF rules prohibited the identification of which members voted and their choices. The reform measures, adopted by the 24-member board of governors on March 28 and endorsed at the IMF's spring meetings in mid April, include a proposal to amend the IMF's Articles of Agreement that requires approval by at least 85 percent of the members' voting power to take effect. Most member countries will need the approval of their legislatures to accept the proposed charter amendment, the IMF said.
