"Verification will probably take longer than just a few days -- it will be weeks, and maybe months." In response, the United States has eased some trade sanctions and moved towards taking the North off its list of state sponsors of terrorism -- as stipulated under the second phase. The third and final phase of the disarmament deal calls for the North to permanently dismantle its atomic plants and hand over all nuclear material and weaponry.
