Senators Rodolfo Biazon and Francis Escudero today expressed disapproval over the appointment of recently retired former Armed Forces of the Philippines chief of staff Hermogenes Esperon as the new presidential adviser on the peace process. He is replacing Jesus Dureza, who will take a new post as press secretary.
In separate statements, both senators said allegations that Esperon was behind the extrajudicial killings and enforced disappearances of leftist activists will pose a big challenge for him. His appointment is a "paradox," Escudero said. "How can he advise GMA on peace if, in his past career, he searched and destroyed the enemy?"
The Melo Commission, which looked into the spate of political killings, concluded in its report to Malacañang that Esperon—by command responsibility—is responsible for the summary killings committed by the soldiers on the ground. The Melo Commission found at least one case that shows the involvement of an active soldier.
"Would the appointment of Gen. Hermogenes Esperon… whose policy was to pursue relentlessly the three different rebel groups—the CPP-NPA, the MILF, and the rebel soldiers who are fighting different ideological goals, make him a successful agent of peace?" Biazon asked.
"These cannot be ignored because of the conclusions made by the different investigative agencies such as the Melo Commission, Commission on Human Rights, the Alston Report, stating that the military had certain levels of responsibility," Biazon said.
Escudero said he believes there are other people who are a lot more qualified and suitable for the job and who can command acceptability and respect of the parties involved in the peace agreement.
Biazon agreed. "General Esperon is not in the same level of credibility and acceptability as the former peace advisers such as Haydee Yorac, Howard Dee, Manuel Yan, and Jesus Dureza. They were acceptable to the rebels themselves."
