House votes to kill expensive jet fighter engine

WASHINGTON – President Barack Obama won a showdown vote Wednesday in the GOP-controlled House to kill a costly alternative engine for the Pentagon's next-generation fighter jet.

The win by Obama and Defense Secretary Robert Gates was a switch from where the House stood last year under Democratic control. It reflected a sustained administration push to win over the votes of scores of Republican freshmen elected last fall on campaign promises to cut the budget.

Many taxpayer watchdog groups also weighed in against the engine program, slated to cost $3 billion over the next few years and $450 million this year alone.

The 233-198 tally was a loss for House Speaker John Boehner, R-Ohio, whose state reaps about 1,000 jobs from the engine program, built by the General Electric Co. and Rolls-Royce.

It was a big victory for lawmakers from Democrat-dominated Connecticut, where the main F-35 fighter engine is built by Pratt & Whitney, a unit of United Technologies Corp.Former President George W. Bush had also tried to kill the second engine.

The showdown vote came just hours after Gates and Joint Chiefs Chairman Adm. Mike Mullen testified against the alternative engine before the Armed Services Committee, which has repeatedly backed it.

"I've been doing money a long time, I can't make sense out of a second engine," Mullen said.

The vote was an early test for 87 GOP freshmen who confronted a choice between cutting spending and injecting competition into the F-35 program, the costliest weapons program in Defense Department history.

The money for the engine was included in a $1.2 trillion spending bill that would make deep cuts while wrapping up the unfinished business lawmakers inherited after last year's collapse of the budget process. That includes $1.03 trillion for agency operating budgets that need annual approval by Congress and $158 billion for military operations in Iraq and Afghanistan.

The Democratic-controlled Senate supports the second engine. That, combined with Boehner's backing, could yet keep the program alive.

The engine battle divides along regional rather than party lines, in contrast to the partisan warfare on the underlying bill, which sharply cuts domestic programs and foreign aid and earned a veto threat from the White House budget office and a warning from Obama against unwise cuts "that could endanger the recovery."

Debate on the bill is expected to take all week. A frosty reception awaits the bill in the Democratic-controlled Senate, which won't take up its version until next month. So it'll require passage of a separate short-term government funding bill by March 4 to prevent a government shutdown that neither side says it wants.

The GOP bill, separate from the 2012 budget Obama unveiled on Monday, covers spending for the fiscal year that ends Sept. 30.

The GOP legislation would make sweeping cuts to domestic programs ranging from education and science to agriculture and the Peace Corps. It would slash the Environmental Protection Agency, a favorite target of Republicans, by 29 percent from last year's levels, and would eliminate federal funding for public broadcasting, the AmeriCorps national service program, police hiring grants and family planning programs unpopular with conservatives.

On Wednesday, Democrats scored a 228-203 victory to restore almost $300 million for police hiring grants. That amendment, by Anthony Weiner, D-N.Y., shifted money from NASA to pay for the move. Rep. Mike Michaud, D-Maine, won a 305-127 vote to restore most of a 40 percent cut to the Economic Development Administration, which issues grantsfor job-creating projects in congressional districts across the country.

The Food and Drug Administration budget would decline by 10 percent, and spending also would fall by 10 percent for a food program for pregnant women and mothers and their children.

The cuts are all the more dramatic because they would be shoehorned into the last half of the budget year that started Oct. 1.

The bill marks the first significant attack on federal deficits by Republicans elected last fall with the support of smaller-government tea party activists.

The measure came to the floor just a day after Obama unveiled his budget for next year and is merely a first round in what looms as a politically defining struggle that soon will expand to encompass Social Security, Medicare and Medicaid, the massive government programs that provide benefits directly to tens of millions of people.

"We know we can't balance this budget simply by reducing non-security, nondefense spending," said Rep. Mike Simpson, R-Idaho, referring to the 359-page bill that would cut $61 billion from domestic programs.

The measure is sweeping in its scope, cutting spending from literally hundreds of domestic budget accounts and eliminating many others. At the same time, the Pentagon budget would be increased by almost 2 percent from current levels.

In a reflection of tea party priorities, the practice in which lawmakers direct money to their pet projects is banned in the bill. And in a fulfillment of a promise that Republicans made to the voters last fall, about $100 billion would be cut from funds that Obama requested for the current fiscal year.

At a White House news conference, Obama said he looked forward to working with lawmakers in both parties on the spending bill, but warned against "a series of symbolic cuts this year that could endanger the (economic) recovery."

A few hours after Obama spoke, the White House issued a formal statement expressing "strong opposition" to the legislation for "cuts that would sharply undermine core government functions and investments key to economic growth and job creation."

Rick Santorum criticizes Sarah Palin for skipping CPAC

Rick Santorum is downplaying remarks he made Tuesday suggesting Sarah Palin is skipping this week's Conservative Political Action Conference because she wouldn't be paid for her speech.

In , the former Pennsylvania senator criticized Palin, suggesting his potential 2012 presidential rival had other "business opportunities to attend to."

"I have a feeling that she has some demands on her time, and a lot of them have financial benefit attached to them," Santorum said, .

The ex-senator also added that Palin's responsibilities as a mother may have also kept her away from CPAC. "I don't live in Alaska and I'm not the mother to all these kids and I don't have other responsibilities that she has," Santorum said.

On Wednesday, Santorum posted a message on Twitter suggesting Politico had twisted his words. "This article is garbage," Santorum , linking to Politico's report. "All I said was-she was VERY busy, period."

But this is hardly the first time that Santorum has taken aim at his potential 2012 rivals. In recent weeks, the ex-senator, who is barely a blip in most of the early 2012 GOP primary polls, has noticeably upped his attacks on other would-be contenders.

Last month, Santorum seemed to slight Palin . Asked if she was qualified to be president, Santorum replied, "She is born in this country, and she's the right age." He's , the candidate he endorsed in '08, for the health care plan he signed into law in Massachusetts. And last week,lacks the foreign policy credentials necessary to win the White House.

So far, the Palin camp hasn't responded to Santorum's swipe. But Tammy Bruce, a conservative radio host close to the Palin camp,of smearing the former Alaska governor. "It's patronizing crap," she . "Nothing less."

HP Unveils TouchPad Tablet, Two WebOS Smartphones

HP on Wednesday unveiled two new WebOS smartphones - the HP Veer and the Pre 3 - and its widely anticipated new tablet, the HP TouchPad.

HP also announced that it will bring WebOS to the PC later this year.

The 9.7-inch TouchPad includes a 1,024-by-768 capacitive display. It will run a 1.2-GHz dual-core Qualcomm Snapdragon processor, and comes with a 1.3-megapixel webcam that supports video calls, Beats Audio technology, and stereo speakers.

The 1.6-pound device is 13.7mm thick and includes Wi-Fi 802.11b/g/n, Bluetooth 2.1+EDR, and comes in 16GB or 32GB versions. It has twice the memory of the Pre 2, and features a gyro, accelerometer, and compass.

"The TouchPad is all about you how you want to work, how you want to play, how you want to connect to things you value most," Jon Rubenstein, head of HP's mobility group, said during a launch event in San Francisco (see slideshow ). He touted the device's speed. "No one comes close to replicating our WebOS experience," he said.

The TouchPad is more than a pretty face, Rubenstein continued, it's also a powerful work tool. The virtual keyboard has a number row, and the TouchPad comes bundled with QuickOffice to edit Microsoft docs and access to Skype, as well as Google Docs, Dropbox, and Box.net compatibility.

It also features VPN support and wireless printing. If you own a WebOS phone with combined calendar and e-mail addresses, they will appear on the TouchPad.

Accessories include a TouchPad case with a kickstand and wireless keypad. The device can also charge on a new sloping dock - from within the case. While the tablet is docked, it can share information wirelessly.

The Wi-Fi version of the TouchPad is coming this summer, followed later this year by 3G and 4G versions.

On the smartphone front, the HP Veer (click right for larger image) includes a 2.6-inch touch screen, with a 320-by-400 display. The phone is about the size of a credit card, and includes a slide-out QWERTY keyboard.

It provides access to the full Web, has built-in Flash and GPS. The Veer features a 5-megapixel camera, USB cord, audio jack, HSPA+, 802.11b/g, Bluetooth 2.1+EDR, and 8GB of storage. It runs a Qualcomm 7230 processor, which is an 800-MHz Cortex-A8 Snapdragon, and will be available in early spring.

The Veer is "something that is powerful yet elegantly small," Rubenstein said.

For the business crowd, the Pre 3 (right) is a thin, portrait slider that will feature the largest keyboard Palm makes. It includes a 3.6-inch, 480-by-800 display that is 2.5x the resolution of the Pre. The 5-megapixel camera includes image stabilization, autofocus and LED flash; there is also a forward-facing camera for video calling.

There will be two versions of the Pre 3: an HSPA+ and EVDO Rev A world phone, in 8GB or 16GB.

The device features 802.11b/g/n, Bluetooth 2.1+EDR, as well as an accelerometer, proximity, and light sensors, and a compass. It will run on a Snapdragon 8x55 1.4-GHz processor, and will be available this summer.

Both phones are Touchstone compatible for wireless charging. When you set your device on Touchstone, exhibition mode launches, showing you things like clock, weather, and photos.

The Pre 2, meanwhile, which , will be available for pre-order through Verizon starting Thursday.

When it comes to WebOS on the PC, Rubenstein said that "aross HP, we have phenomenal people working hard to extend the already phenomenal experience to add a rich set of apps and services that only WebOS offers."

"I think it's fair to say that that's the start of something that's pretty big," he concluded.

Naval Academy busts seven midshipmen for spice drug

Seven U.S. Naval Academy midshipmen have been expelled for using or possessing “spice,” a drugto marijuana that has yet to hit most college campuses, the Washington PostThursday.

The penalized midshipmen were “separated” from the Academy on Jan. 20 for breaching the Navy’s zero-tolerance policies. The Academy conducts random urine drug tests, but spice goes undetected on these tests, and perhaps that explains why it’s had a presence in the brigade.

The seven midshipmen were expelled three months after investigators obtained a notebook page that suggests at least one midshipman had mapped a layout for a spice drug ring, the Navy Times Tuesday.

The notebook page includes the first names or nicknames of 18 “people who have done it (or would again),” and “people in on $,” among other things and drug ring specifications.

According to academy spokesman Cmdr. Joe Carpenter, other students confronted brigade leaders in the fall with allegations against the seven midshipmen. The expelled midshipmen could face discharge from the Navy and perhaps have to repay the government for the cost of their education.

“We have evidence that some of the activity was occurring in the dorm [on the academy campus],” Carpenter said. Midshipmen live on campus grounds and are not permitted to live off base, the Navy Times reported.

The Academy did not identify the expelled midshipmen but did reveal that they were sophomore and junior males.

Drug violations are few and far between at the Academy. Of 4,000 students, only four other students besides the expelled midshipmen have been cited for offenses in the past year.
