Nella nuova societ confluiranno attivit e risorse relative allo sviluppo e alla gestione della rete di accesso passiva, sia in rame sia in fibra, nonché alla componente attiva della fibra rappresentata da OLT (Optical Line Termination) e Cabinet. Il nuovo soggetto garantir a tutti gli operatori (Operatori alternativi e Telecom Italia) l'accesso alla rete fissa, applicando il modello di parit di trattamento denominato a livello europeo di 'Equivalence of Input' (EoI). I servizi offerti dalla nuova societ a tutti gli operatori comprenderanno, tra l'altro, l'Unbundling del Local Loop (ULL) e il Virtual Unbundling Local Access (VULA) per le reti di nuova generazione basate su architetture FTTCab e FTTH.
