Not happy with corps of engineers Having the state's legislators, game and fish commissioners, congressional delegation and 99.9 percent of the anglers on the same page is as rare as the University of Tennessee football team winning a national championship. Last year, the corps said it planned on closing boater access to the tailwaters below all the dams on the cumberland river and its tributaries. The tailwaters that will be impacted are below center hill, cheatham, cordell hull, dale hollow, percy priest and old hickory in tennessee and barkley, laurel river, martins fork and wolf creek in kentucky. The decision to block boating access below the dams"You can still fish near the dams, but only from the bank"Was made by nashville district corps commander lt.Col.James delapp.After completing a swing of four public meetings on the new rule, two were held in tennessee and two in kentucky, delapp has consistently said that safety is the corps' top priority and, despite nearly 100 percent opposition at the meetings, barriers and signs are to be in place by the end of may. He said he's simply enforcing a regulation the corps of engineers has had on the books since the 1990s. Three boaters drowned when either they were not wearing a life jacket or a life jacket was not worn properly. One victim was wearing a life jacket, but was too close to the gate during spilling. No facts are known about one of the drowning victims. It appears that fishing from the bank is just about as dangerous as fishing from a boat and the key to the whole thing is properly wearing a life jacket. But delapp has heard those arguments and many others.Some communities say take away the tailwater fishing and they'll suffer and economic impact.Anglers simply say that they are about to be banned from some of the best fishing the state has to offer. "(But)The corps intends to follow the regulations.We're going to proceed with enforcing the regulations as they are currently written. " But he will be proceeding against some pretty stout headwinds.
