Can Russia rival the X-37B space plane with its own robotic spacecraft?

Moscow – Russia's reviving space industry might be working on its own version of the US Air Force's reusable unmanned space plane. After all, Russian space experts seemed surprised, a little alarmed, and possibly in awe of the American X-37B when it was successfully flight-tested from Cape Canaveral Air Force Station on April 22.

The head of Russia's Space Forces, Lt. Gen. Oleg Ostapenko, dropped a tantalizing hint last week that suggested that Russian researchers were working on a similar design.

"Something has been done along these lines, but as to whether we will use it, only time will tell," General Ostapenko was quoted by the official RIA-Novosti agency as saying.

The American X-37B, which spent seven months in orbit doing secret research before returning last December, is a remotely controlled, scaled-down space shuttle-like craft that appears to be dedicated mainly to military tasks.

Most Russian media coverage about the mini-shuttle was dominated by fear. Would the US use the enhanced orbital capabilities the space plane makes possible to undercut Russia's national security? Would the X-37B threaten Russian satellites or even install space-based antimissile weapons?

"The original idea of this space plane was to destroy the enemy's sputniks," says Vladimir Shcherbakov, deputy editor of Vzlyot (Liftoff), a leading Russian aerospace journal.

"It's a kind of space fighter. If your enemy loses all his sputniks which provide his communication, intelligence, navigation, etc. he will be in a panic, he'll be helpless. So it's critical, if you're going to build one, that you state what it's for and whom it's directed against," he says. "The Americans haven't declared who their X-37 is to be used against. They just say they're developing new technologies."

Mr. Shcherbakov says it's quite likely that Russia is working on its own space plane, since the Kremlin nowadays identifies successful space projects as key to boosting Russia's international prestige and has spent a lot more money on the once-moribund space industry.

"Nowadays there's more financing, so the search for cutting-edge projects that we can accomplish is going on intensively," he says. "When the Boeing X-37 was tested, it raised questions from the bosses about whether we were building one, too. But this is a secret subject in the US, and even more so here. So no one will tell you for sure."

The once-mighty Soviet space program virtually collapsed during the 1990s, and its only big remaining project is to act as a kind of "space taxi" to ferry astronauts to the International Space Station.

The USSR built a space shuttle, the Buran, which was modeled on the US version, but only managed to test it twice before the program was scrapped in 1993. The surviving copy of the Buran serves as a children's attraction in Moscow's riverside Gorky Park amusement center.

But with growing financial resources, Russian space scientists have a lot more ideas on their drawing boards these days. These include a nuclear-powered spacecraft that could carry cosmonauts to Mars, and a Pac Man-like nuclear powered space pod that could gobble up space garbage and perhaps be used to protect the Earth from asteroid collisions.

A functioning space plane might be useful for the Russians to service the new Glonass satellite network, Russia's answer to the American GPS system, which is still on track to launch this year despite a disastrous crash that cost the program three satellites last December.

Andrei Ionin, an independent space expert, says that Ostapenko's hint about a Russian version of the X-37B is hard to interpret.

"It is the logic of space research that both Russia and the US usually find themselves doing much the same things," he says. "They built a shuttle, we built a shuttle, and so on. But comments like Ostapenko's should be followed by demonstrations and proper official statements. As things stand, who knows what he meant? Perhaps it was just a bit of PR?"

Police peacefully take over 9 more Rio slums

SAO PAULO – Police faced no resistance Sunday as they took control of nine more slums commanded by drug traffickers, an operation that also led to the arrest of an allegedly fake German doctor working at a makeshift hospital in one of the shantytowns.

Backed by dozens of armored vehicles and a helicopter, nearly 1,000 police officers, agents and troops invaded the downtown slums and easily took control without any exchange of gunshots in less than two hours.

Police spokesman Henrique de Lima Castro Saraiva said authorities will now begin installing police units in the shantytowns under a program in which security forces have been taking over and pacifiying the city's poor communities.

Authorities said that while police searched for drug traffickers, weapons and drugs, they found a German man who is living illegally in Brazil and apparently helped treat injured gang members at a house in a slum.

Police Col. Aristeu Leonardo told Globo TV that the man was wearing a doctor's jacket when he was detained. He said the man confessed he had acted as a doctor even though he never finished his medical studies in Germany.

Leonardo said the man, who was not immediately identified, was only a paramedic whose tourist visa expired in 2007.

"He was not supposed to be working because he is not a doctor and because he supposedly was a tourist," Leonardo said. "Now we will investigate whether the place he was working was used to treat drug traffickers or if he only provided medical services to the community. Either way, it was illegal."

Brazil's federal police department planned to investigate the alleged irregularities on the man's visa.

The Associated Press was not able to immediately contact him.

Police found several first-aid kits and medical equipment to conduct surgeries at the house where the German was found in the Mineirinha shantytown. A notebook with a list of unidentified patients and the medical procedures done on them also was seized.

Belgium takes unbeatable lead over US in Fed Cup

ANTWERP, Belgium – Australian Open champion Kim Clijsters beat Bethanie Mattek-Sands 6-7 (10), 6-2, 6-1 to give Belgium an insurmountable 3-0 lead over the United States and a place in the Fed Cup semifinals.

Mattek-Sands gave the U.S. its first set of the weekend when she outlasted Clijsters in the tiebreaker, but the second-ranked Belgian dominated the No. 48 in the next two sets.

"It really feels good to see that 3-0 on the board so soon," Clijsters said, with still two matches to go in the best-of-five series.

It is the first time in Fed Cup competition that the Americans have lost two ties in a row, after being defeated by Italy in last year's final. Belgium advances to play the Czech Republic in Charleroi on April 16-17.

Yanina Wickmayer was due to play Melanie Oudin in the second reverse singles later Sunday.

After Mattek-Sands lost to Wickmayer on Saturday, with unforced errors costing her throughout, the American showed aggression and precision from the start Sunday. She served for the set at 5-4 but let Clijsters back in for the tiebreaker. Despite the noise from the 10,000 fans at Sports Palace, she didn't crumble in a tiebreaker in which both players struggled to win points on serve.

"Against top players, she can play a great game," Clijsters said. "I was just hoping she would not keep it up."

The loss of the set roused the fighter in Clijsters and she then took charge, never giving Mattek-Sands a chance in a speedy second set.

In the decider, Clijsters immediately broke and kept up the pressure as errors slipped back in Mattek-Sands' game.

Nowitzki, Chandler lead Mavs over Bobcats 101-92

CHARLOTTE, N.C. – Tyson Chandler spent most of last season limping around with various injuries, underperforming and failing to crack the Bobcats' starting lineup before being dealt essentially for salary-cap relief.

The version of the big man who returned to Charlotte on Saturday night was hardly recognizable as he collected rim-rattling dunks and key rebounds for the NBA's hottest team.

The healthy Chandler's 15 boards combined with Dirk Nowitzki's 25 points ensured the Dallas Mavericks would suffer no letdown on Saturday night. Their 101-92 victory over the Bobcats was their eighth straight.

Chandler, who added nine points, said he didn't get to sleep until 6 a.m. Saturday following a comeback victory in Boston the night before. But he provided plenty of energy for the Mavericks, who improved to 14-0 against the Bobcats and completed a 3-0 road trip that's propelled them to second place in the Western Conference.

"It's night and day the way I feel," said Chandler, slowed by ankle and toe injuries last season. "Last year I was fresh off my surgery that summer. Now it's been a year and I just feel like a different person."

Jason Terry added 21 points for the Mavericks, who have been on a roll since Nowitzki returned from a knee injury. Chandler has fueled the streak, too.

"He's been big. He's our emotional leader, our vocal leader," said Jason Kidd, who had 13 points. "He's a guy who can run the floor, finish above the rim, block shots and rebound. He's been a big part of our success."

D.J. Augustin scored 21 points and Stephen Jackson added 17 on a poor shooting night for the 7-year-old Bobcats, who have beaten every other team in the league. This time they were done in by 37 percent shooting.

"I thought we fought as hard as we could, and they're a pretty good team," Charlotte coach Paul Silas said. "They're a team that's on a roll."

A night after losing at home to Miami and before hosting fellow power Boston Monday, the Bobcats couldn't contain the big man they basically gave away last summer for payroll relief.

Chandler never got on track in Charlotte while having a somewhat difficult relationship with former coach Larry Brown. Chandler said before the game he didn't request a trade, but figured he'd be dealt.

"I think it was definitely the best for both of us," he said.

The Bobcats got center Erick Dampier, but waived him to clear $13 million off the books. Now Chandler is nearly averaging a double-double, with some teammates claiming he should be in the All-Star game.

"The presence around the basket is so important to us," Dallas coach Rick Carlisle said. "Tyson is a slender guy but he has a real physical presence on the floor. He likes contact, he doesn't shy away. His fight rubs off on the rest of us."

Chandler spent quite some time in the first half hanging on the rim after thunderous putback dunks as the Mavs built as much as a 15-point first-half lead. Clearly fired up, he also picked up a technical foul at the first-half buzzer after complaining he was held in a rebounding scrum.

The Mavericks broke the game open in the third quarter when Nowitzki hit a 3-pointer, his signature fadeaway jumper and a technical free throw in a 14-5 run that put Dallas ahead 69-51.

The technical was on Jackson, his 11th of the season, as he got into a running feud with referee Eric Dalen. After being called for a delay of game 3 minutes later, Silas took him out of the game and Jackson found a spot on the bench away from owner Michael Jordan's sideline seat.

"He's been acting that way for quite some time now," Silas said of Jackson, who is five technical fouls away from earning a one-game suspension. "That's up to him to evaluate himself."

The Bobcats did clawed back late, as Gerald Wallace's alley-oop dunk made it 87-79 with 6:04 left. But Terry's three-point play and Shawn Marion's bucket off a post move gave Dallas a comfortable margin again.

Jackson hit just 5 of 17 shots and Wallace was 6 of 15 from the field while adding 13 points and 11 rebounds in Charlotte's fourth loss in five games.

"We just need to win. I don't know the X's and O's," Jackson said. "I know we're playing hard, but I don't know. The answer to that could get me fined."

Notes: The Mavericks have the NBA's longest active winning streak. ... Chandler, in the last year of his deal, hopes to stay in Dallas. "I love the entire organization, but it is a business," he said. ... After being the first power forward off the bench against Miami, Bobcats F Dominic McGuire was inactive as Eduardo Najera returned from an illness. ... The Bobcats fell to 12-13 at home. They were 31-10 on their home floor last season.

Q&A with CNN Worldwide president

LOS ANGELES (Hollywood Reporter) – As president of CNN Worldwide, Jim Walton oversees the news operation's television, online and mobile businesses around the world.

A day after CNN's parent company Time Warner reported its latest earnings, Walton spoke to The Hollywood Reporter about the cable network's 2010 financials, the early performance of Piers Morgan Tonight and the importance of U.S. primetime show.

The Hollywood Reporter: CNN had a record operating profit in 2009, and I hear you brought in another record profit for 2010. Is that true, and how big was it?

Jim Walton: We had a really good year in 2010. We had a fantastic year, and yes, we grew up profits over 2009. It was another earnings record, so we are really pleased...I am speaking about the worldwide business of CNN.

THR: How big a profit?

Walton: As you know, Time Warner doesn't break out our earnings, so I am not allowed to either. I can't.

THR: That is several record years in a row, isn't it?

Walton: That is seven years in a row of profit growth. That's pretty good. While the journalism industry is under siege, we continue to grow.

THR: What were the main drivers of your growth?

Walton: There are a lot of men and women here who work really hard. We have a pretty diverse business that is spread out around the world. And we got multiple revenue streams - television, the Web and mobile. It's not one television network. It's a big old honking news machine.

THR: The continued profit growth seems to be in some contrast with your continued U.S. primetime ratings challenges that are often in focus. Is that just not as important a factor?

Walton: I don't want to minimize it. The primetime programming on CNN U.S. is very, very important, and those ratings are important to us. But the ad revenue generated by our primetime programming on CNN U.S. is only about 10% of our total revenues. We have other parts of our business that are as big or bigger than that.

THR: What were some of the growth drivers for CNN last year?

Walton: Over the years, as various economies go up and down around the world, we are in so many different economies that we have a lot of touch points and are not weighed down by any one thing. We also have television, Web and mobile. Advertising is a huge component of our business domestically and internationally, but the distribution business is big for us. The Web business is big for us, mobile is growing, and we are in the syndication business as well.

THR: What do you predict for your business for this year?

Walton: I'm not allowed to give forward-leaning statements on financials. What I can tell you is that I am confident that we are going to have another great year. We have some new programs on CNN. We will be launching a new primetime program on HLN. We have some digital additions that we are going to make over the next four, five months. And the international business continues to evolve. So, I am very confident that we are going to have another strong year.

THR: You mentioned new programs. How do you feel about the performance of Piers Morgan so far?

Walton: It's spectacular. I'm really pleased. He is so clever, he is really smart, he is a big personality. And he works hard and does his homework. He's been stepping into the Egypt story now. We couldn't be happier.

THR: What about ratings? Have you noticed what kind of guests and topics do better for him or whether the show does better when he steps into breaking news versus has celebrity guests?

Walton: It's really too early to put a stamp on it. Piers and his producers and Ken Jautz who runs CNN U.S. will work together and look at what happens each day, review and always try to make it better each day. I can assure you that Piers will be every bit a part of the conversation, and the interview will be the basis of what that program is. But I think it is in its early days. He has tried all sorts of different types of shows in the two and a half weeks he has been on the air. Maybe that's what it will always be like.

THR: Parker Spitzer has been on the air longer, and you have tweaked that a bit. How happy are you with it now?

Walton: Much has been said and much has been written about the program. If you look at it just on its merits, it's one of the smartest programs on television - whether cable or broadcast. It fits very much within the brand of CNN and what it stands for. And if you look at the last 10 days or so, its performance has gotten a lot better and the past couple of nights it has beaten MSNBC. It's got some momentum right now.

THR: How do you explain that?

Walton: We had a couple of folks who weren't television professionals, and now they have got some time under their belts. They are performing, and the show just gets better and better.

THR: Anything you can say about the chatter that it will be just Spitzer one day?

Walton: I have got a little saying here at CNN internally that you can't burp without somebody somewhere writing. CNN commands a lot of attention, which is great. What you can count on is that we have Dr. Drew coming on HLN in primetime soon. That's the talent focus for our company right now.

THR: You have added personalities to primetime since Time Warner CEO Jeff Bewkes joked last year that some time CNN may be a bit boring. Do you feel you have made real progress?

Walton: It's in the eye of the beholder. What is funny to somebody is not funny to somebody else. What is exciting to one person might be boring to somebody else. But everybody who performs at CNN in an anchor role needs to be very, very smart and be able to relate to and be relevant to their audiences. We are not trying to be funny necessarily.
