BRUXELLES (Reuters) - La Commissione europea oggi ha chiesto all'Italia di recuperare dai produttori 1,4 miliardi di euro di quote latte. Nonostante le richieste della Commissione, l'Italia non ha ancora adottato le misure necessarie a recuperare i prelievi dovuti tra il 1995 e il 2009, secondo le stime almeno 1,42 miliardi di euro in gran parte ancora non riscossi. Per la ministra delle Politiche Agricole Nunzia De Girolamo, però, "il problema sar presto superato grazie alla recente modifica normativa introdotta nel 2012 che prevede il superamento di queste difficolt , avendo disposto il coinvolgimento, oltre che di Agea, anche di Equitalia e della Guardia di Finanza". "In ogni caso, risponderemo nei termini e attraverso i canali previsti dalla Commissione", ha spiegato De Girolamo in una nota. "L'amministrazione sta procedendo ai recuperi nei termini previsti dalla legge". La Commissione ha sottolineato la necessit di rimborsare tale somma al bilancio dello Stato, perché le conseguenze non ricadano sui contribuenti italiani. Secondo la Commissione, il mancato recupero di questi prelievi vanifica le azioni intraprese a livello europeo per stabilizzare il mercato lattiero-caseario e crea distorsioni della concorrenza sia con i produttori europei che con quelli italiani che hanno rispettato le quote di produzione. Nel 1984 è stato introdotto nel settore lattiero-caseario un sistema di quote per affrontare il problema della sovrapproduzione cronica e il conseguente aumento dei costi di intervento, che prevede l'assegnazione agli Stati membri di quote di produzione nazionali. Se uno Stato membro supera la propria quota, caseifici e singoli produttori sono tenuti a pagare un prelievo sulle eccedenze in caso di superamento della quota individuale. La Commissione ha inviato all'Italia una lettera di messa in mora, concedendole un termine di due mesi entro il quale presentare eventuali osservazioni; dopo averle esaminate, potr chiedere allo Stato italiano di intraprendere le misure necessarie per conformarsi al regime delle quote entro un determinato intervallo di tempo ("parere motivato").
