''Una riforma costituzionale coraggiosa sarebbe un segno importante da parte di una classe politica sulla quale negli ultimi tempi si e' scagliata, spesso giustificatamente, l'indignazione dei cittadini. Sarebbe difficile spiegare perche' gli elettori hanno diritto di scegliersi il sindaco, il presidente della provincia o il presidente della Regione, ma non quello di scegliersi i propri parlamentari e colui che deve assicurare un ruolo di garanzia attiva del buon funzionamento dello Stato e della stabilita' della Repubblica. Quando fu adottato il suo modello presidenziale, la Francia era considerata il grande ''malato d'Europa''. Oggi quel grande malato e' l'Italia.
