President Arroyo on Tuesday visited Sibuyan, Romblon where the ill-fated M/V Princess of the Stars capsized.
She attended a mass in the town of San Fernando for those who died when the passenger vessel sank with more than 850 passengers and crew on board during a typhoon on June 21.
Only 57 people survived, while 161 bodies were recovered. Most of the dead are still trapped inside the hull of the 24,000-ton ferry, which sank off San Fernando on the central island of Sibuyan.
Accompanied by Cabinet members, Arroyo declined to talk to reporters as she made her way to the mass.
After the mass, local officials gave her a briefing on the developments on the retrieval operations being done on M/V Princess of the Stars.

Earlier in the day, while visiting typhoon damage in Iloilo, she ordered the Philippine Coast Guard to complete its investigation into the tragedy within 15 days.
Agriculture Secretary Arthur Yap will stay in Romblon to assess the damage to agriculture and ensure food supply for the affected communities.
Yap said one of the primary considerations is the suspension of Sulpicio Lines. He said this would have a big impact on transport of passengers and goods since 40 percent of the shipping industry in Visayas is controlled by Sulpicio Lines.
Recovery efforts remain suspended
Recovery efforts remained suspended Tuesday while officials awaited the results of tests on water taken from inside the ferry to determine if the pesticide was leaking out.
The samples, taken after a specialist salvage team drilled small holes into the hull, have been sent to Manila for testing.
"If it tests positive for toxic contaminants, then the next step would be to refloat the vessel by a salvage company," said diving supervisor Ruben Jaciel.
"If it is not toxic, we will open a window large enough for divers to enter the vessel and locate the container ," he said.
Divers have reported seeing many bodies floating inside the hull but have been unable to retrieve them due to debris.
Arroyo meets NDCC
President Arroyo, meanwhile, convened a meeting of the National Disaster Coordination Council.
In the meeting, the president ordered Department of Transportation and Communication Secretary Leandro Mendoza to get in touch with Sulpicio Lines and monitor its cargo operations.
The DOTC will also be placing safety marshalls for the cargo shipping operations of Sulpicio Lines as a condition to lifting the suspension on its cargo operations.

"We will deploy safety marshalls kasi ayaw naman nating ma-stranded ang mga cargo na kailangang ipadala," said Executive Secretary Eduardo Ermita.
Palace officials, however, were quick to clarify that the government is not taking over Sulpicio Lines.
"Imagine, during typhoon season, whenever there's a tragedy, eh ‘di gubyerno naman ang masisi, ‘di pwedeng ganun," he said.
Ermita also belied claims by the ship owner that weather bureau PAGASA was remiss in its duty and that it issued erratic weather bulletins.
Ermita cited records from the Philippine Ports Authority which showed other sea vessels exercised caution and took shelter in Mindoro due to the threat of bad weather.
"While other vessels took shelter in Mindoro Occidental that Friday night, M/V Princess of the Stars proceeded on its way," he said.
Ermita, however, admitted that it is premature to pin the blame entirely on Sulpicio Lines over the tragedy.
"I'm not saying that. All Im saying are the facts," he said.
Pressure on Sulpicio
Authorities and relatives of the missing passengers have been pressuring Sulpicio Lines to recover the bodies as soon as possible so they could be identified and buried.
Sulpicio Lines safety engineer Nelson Morales said the decision on what to do with the ferry was no longer in their hands.
"Our role now is limited because we have already abandoned the ship. When the captain of the vessel declared the ship abandoned and it sank, it is now the insurers' turn to take over," he said.
A senior maritime official, who requested anonymity, told AFP Sulpicio Lines was deliberately avoiding the re-floating of the vessel so it could claim a total loss for insurance purposes. -- With reports from Adrian Ayalin and AFP
