Teodoro: Govt should invest in training pilots
Aside from getting more advanced aircraft, the government should also spend more to upgrade the skills of military pilots, Defense Secretary Gilbert Teodoro revealed Wednesday.
Teodoro made the suggestion after announcing that the Department of National Defense will open up for re-bidding a contract to supply night capable helicopters to the Philippine military.
"We also need adequate funds for training and increase proficiency of our pilots," Teodoro told radio dzMM. He added that age of the aircraft and pilot error account for some accidents involving military helicopters.
The DND is rebidding a P1.2 billion helicopter supply contract after a previous winner of the deal failed to conform to the military's list of requirements. "The winning bidder did not conform to the specifications published in the circular of requirements regarding payload. should be able to lift 3,000 pounds but it could only lift 1,500 pounds," Teodoro said.
The defense chief said he has yet to receive a report from the panels investigating the canceled contract.
The DND Bids and Awards Committee was tasked to look into the liability of officials of Asian Aerospace Corp., which pre-qualified for the contract. Another panel headed by Defense Undersecretary Ariston delos Reyes would determine the accountability of military and DND officials involved in the procurement of the aircraft.
After canceling the bidding process for the P1.2-billion helicopters, the defense and military establishments would hold a combined procurement process for the same aircraft and add another P2 billion.
Air Force chief Lt. Gen. Pedrito Cadungog said with the additional budget, they hope to purchase 18 helicopters instead of six.
The DND has formed a new bids and awards committee to handle the procurement of the helicopters. With a report from The Philippine Star
