(ASCA) - Roma, 5 dic - Le Bcc non sono contrarie alla Vigilanza Ue, ma c'e' bisogno di un ambito 'dedicato' proprio per le piccole banche. Certamente c'e' una esigenza di uniformita' normativa su tutta l'Europa, e le banche italiane sono penalizzate per una Vigilanza 'piu' severa' rispetto ai partner europei, ''ma noi chiediamo che in questo processo di accentramento di Unione Bancaria Europea, non ci sia magari in conseguenza di un'accelerazione determinata dal progredire anziche' dal retrocedere della crisi, un processo di omologazione improntata sul modello di banca capitalistica operante a livello internazionale. Vi e' un pluralismo delle forme presenti che deve essere salvaguardato''. Per questo, ''le Bcc propongono un 'ambito' specifico che venga dedicato alle banche cooperative o alle piccole banche, che regoli livelli diversi di decentramento, e l'applicazione del principio di sussidiarita'. Cosi' il presidente di Federcasse, Alessandro Azzi, accompagnato dal direttore generale Sergio Gatti, nel corso di una audizione alal Camera dei deputati. La Commissione Finanze, nell'ambito dell'Indagine conoscitiva sull'esame congiunto della Comunicazione della Commissione europea dal titolo 'Una tabella di marcia verso l'Unione bancaria', sta infatti effettuando una serie di audizioni sulla Proposta di regolamento che attribuisce alla BCE compiti specifici in merito alle politiche in materia di vigilanza prudenziale degli enti creditizi, e della Proposta di regolamento recante modifica del regolamento (UE) n.1093/2010 che istituisce l'Autorita' europea di vigilanza (Autorita' bancaria europea). Oggi, oltre all'audizione del Presidente di Federcasse, Alessandro Azzi, si svolge infatti anche quella del presidente dell'Abi Giuseppe Mussari, mentre nei giorni passati e' stato ascoltato il capo della Vigilanza Bankitalia Luigi Federico Signorini. Per Azzi, le Bcc ''non sono pregiudizialmente contrarie alle nuove regole'', anche se ''l'ondata di nuove regole ha travolto soprattutto le banche piu' piccole''. Per le Bcc in sostanza, va salvaguardata la diversita' di istituti di credito, come le Bcc, che operano sul territorio, nell'ambito delle banche che compongono il sistema europeo. Azzi, in particolare, ha rilevato come, con la riforma della Vigilanza ancora ''non e' chiaro il modello di relazione vigilante-vigilato. Non e' chiaro - ha precisato - come la riforma impattera' sull'industria bancaria italiana, e non e' esente da rischi per le banche cooperative la possibilita' di omologazione dei modelli di business''. Inoltre, ha rilevato ancora, ''vi e' il rischio che la Vigilanza Ue introduca nuove e ulteriori regole: l'ondata di nuove regole ha travolto soprattutto le piccole banche'', ha stigmatizzato in ultimo.
