Arrest of Guatemala's No. 1 drug-trafficking suspect shows growing US role in region

The arrest of Juan Ortiz Lopez, an alleged drug kingpin in Guatemala, may mark the beginning of increased cooperation between the US and Central American nations dogged by increasing drug-related violence.

A joint team of American and Guatemalan forces arrested Mr. Lopez, known as "Chamale, at his home in Quetzaltenango, in western Guatemala Wednesday. The US Drug Enforcement Administration (DEA) considers him the nations top drug smuggler.

This is the capture of a big fish, Guatemala's Interior Minister Carlos Menocal said at a news conference.

But he is only one player in a nation and region increasingly overwhelmed by violence, in part as Mexican drug traffickers reach ever deeper into Central America.

On his recent tour of Latin America, President Obama announced $200 million in funding to combat drug trafficking and insecurity in the region. And for those in Guatemala, the arrest of Mr. Ortiz could signal increased, and more efficient, collaboration, with the US in combating organized crime.

The operation on Wednesday indicates that cooperation between the two nations is improving,

Drug violence has worsened in Central America as authorities have clamped down on networks in Colombia and Mexico and drug-smuggling routes in the Caribbean. Adam Isacson, senior associate for regional security policy at the Washington Office on Latin America, says that in recent years the number of boats shipping illegal drugs along the coasts of Central America, from where it moves overland toward Mexico and into the US, has skyrocketed.

Many have claimed the US has overlooked Central America as it focuses heavily on Mexico, where nearly 36,000 people have been killed in drug-related violence since 2006. Murder rates are worse in many parts of Central America, where nations such as Guatemala and Honduras lack the capacity to issue justice, because of both weak institutional capacity and corruption.

That is one of the reasons that aid to Central America has been so tricky. Mr. Isacson notes that three antidrug police units in Guatemala, for example, have been closed due to collusion with drug traffickers in an eight-year span from 2002 to 2010. He says that funding to Central America is critical to the outcome of the US strategy. But, he notes, There is a concern that they do not know who to work with."

The UN Commission against Impunity in Guatemala (CICIG) congratulated the Guatemalan government for its work arresting Ortiz. These types of blows against organized crime show that the Guatemalan institutions that safeguard justice and order are moving in the right direction,

Robert O'Neill, the US attorney for the Middle District of Florida, said in a statement that Ortiz is considered the highest-ranking drug trafficker operating in Guatemala, and has been smuggling tons of cocaine from Guatemala, through Mexico and to the US, for more than a decade. He was wanted on a federal arrest warrant issued in Tampa, Fla.

Arrest after Semtex found near London Olympic site: police

Police said Wednesday they had arrested a female security guard at London's Olympic Stadium after a small amount of the bomb-making material Semtex was found during a search of her car.

London police said the 40-year-old dog handler was arrested at a car park close to the east London site and was being held at a nearby police station on suspicion of possession of an explosive substance.

But the incident was not being treated as terrorist related, they said.

"Searches were carried out at residential addresses in Kent and London, no further substances were found," a police statement said.

"The Counter Terrorism Command is aware but the incident is not being treated as terrorism related," the statement added.

Class A drugs were also found during a search of the woman's car, police confirmed.

NATO frets at report of civilian deaths in Libya raid

NATO is looking into reports of civilian deaths in a coalition air strike near Brega after rebels claimed victory in the battle for the key Libyan oil town.

A rebel spokesman in the town of Misrata, 214 kilometres (132 miles) east of Tripoli, also reported fierce fighting there on Saturday.

Meanwhile, Scottish detectives and prosecutors plan to meet with Foreign Office officials Monday to discuss Libyan foreign minister Mussa Kussa, who defected to Britain, as part of the Lockerbie bombing probe.

In Libya, the chief rebel spokesman told reporters that coalition warplanes had killed 13 people, four of them civilians, in an air raid some 15 kilometres (9 miles) east of Brega on Friday.

"Thirteen dead, seven injured by friendly fire. It was a regrettable occurrence," Abdulhafiz Ghoga said, calling them "unintentional deaths."

"The leadership is working on preventing a re-occurrence."

Earlier, a civilian rebel official said the dead civilians were an ambulance driver and three medical students from Libya's second city of Benghazi, the rebel stronghold in the east.

They had been part of a rebel convoy of five or six vehicles, said Issa Khamis, liaison officer for the rebels' transitional government in the town of Ajdabiya, east of Brega.

A spokeswoman for NATO, which leads the international coalition enforcing the no-fly zone over Libya and protecting civilians from attack, said the alliance was looking into the reports.

"We are always concerned by reports of civilian casualties. NATO's mission is to protect civilians and civilian areas from the threat of attack," said Oana Lungescu. But she noted that no formal investigation had been launched.

Friday's air strike came as rebels shot tracer fire into the air to celebrate the entry of an advance column into Brega.

"It was a mistake" by the rebels, Khamis said. "The aircraft thought they were coming under attack and fired on the convoy."

Ghoga also said Brega had now fallen.

"Brega is fully under the control of the rebels," he told the news conference.

Fighting was still ongoing earlier Saturday both inside and outside Brega.

Rebels with only light arms were being told to stay back, and several said forces loyal to embattled Libyan leader Moamer Kadhafi were holed up in the university in Brega, 800 kilometres (500 miles) east of Tripoli.

Loyalist forces "are surrounded inside the university. The rebels have surrounded them and they can't get out," said fighter Abdel Khalak Ali, 20, who was ordered to pull back because he had only a Kalashnikov assault rifle.

A correspondent saw seven bodies of Kadhafi loyalists and at least 10 burnt-out pick-up trucks on the road between Ajdabiya and Brega, 80 kilometres (50 miles) to the west, bearing witness to the bitter fighting.

Jubilant rebels told how a strike by coalition aircraft took out at least two vehicles in a convoy of seven heavily armed pick-ups, and they finished off the rest with rocket-launchers in an ambush from a eucalyptus grove.

The vehicles of the pro-Kadhafi convoy and even the bodies were looted during the night and stripped of anything useful.

The rebels had already taken any serviceable guns and ammunition as they seek to counter the huge superiority in weaponry of Kadhafi's forces.

Brega has been the scene of intense exchanges over the past few days when pro-Kadhafi forces returned after being driven out by the insurgents.

But it has been unclear since Thursday who actually held the town.

In the rebel-held town of Misrata, a rebel spokesman reported both close-quarters clashes and tank and artillery fire.

He said Kadhafi's forces tried to enter Misrata from three fronts, but were pushed back. Two rebels were killed, he reported.

The spokesman said snipers fired at anyone on the street, and reported a civilian car driver shot dead. Rebel fighters killed seven snipers, he added.

"These are true crimes which must be stopped. Kadhafi troops are endangering civilian lives and using prohibited weapons," he charged.

Southwest of Tripoli, the town of Ketla was targeted by dozens of Grad rockets by Kadhafi loyalists on Friday and Saturday, killing more than 30 people, residents reported.

In Benghazi, Transitional National Council leader Mustafa Abdul Jalil said on Friday the opposition was ready for a truce, provided regime forces end their assaults on rebel-held cities.

Government spokesman Mussa Ibrahim dismissed the offer outright.

"The rebels never offered peace. They don't offer peace, they are making impossible demands," he told reporters, calling the truce proposal a "trick."

"We will not leave our cities. We are the government, not them," Ibrahim said, adding however that the government was always ready to negotiate and wanted peace.

A rebel spokesman, Mustafa Gheriani, said Tripoli's rejection of the offer showed Kadhafi "wants no peace -- he wants to inflict as much damage on the Libyan people as possible before leaving power."

The fate of Libyan foreign minister Mussa Kussa remained unclear.

Kussa, a former head of Libyan intelligence and one-time member of Kadhafi's inner circle, flew to Britain from Tunisia on Wednesday and said he was resigning as foreign minister.

But Kussa was not offered immunity Prime Minister David Cameron has urged police to follow the trail of evidence over the 1988 jumbo jet bombing wherever it leads.

Libyan agent Abdelbaset Ali Mohmet al-Megrahi is the only man convicted over the bombing of Pan Am flight 103 over Lockerbie in December 1988, which killed 270 people.

Megrahi, who has terminal cancer, was released from a Scottish jail on compassionate grounds in August 2009, and received a hero's welcome in Libya.

Seven Teens Accused in California Gang Rape of Girl, 11

The Moreno Valley assault is the third recently of a girl by teenage boys and men. It may have been part of an initiation by a street gang, which used a 15-year-old girl to lure the victim, reports Christine Pelisek.

Seven teenagers in California are accused of raping an 11-year-old girl in a park bathroom, the latest in a series of horrifying gang rapes that have hit the news in recent weeks.

The case is the third in a row in which a girl has been attacked by a group of teenage boys and men. In February, 18 teenage boys and men in their 20s were arrested for . That same month, a 13-year-old middle school student reported that a boy sexually assaulted her while two of his friends held her down in a park in Banning, a small city 80 miles east of downtown Los Angeles.

“They obviously care about nothing or no one,” said Moreno Valley Police Department Lt. Chad Bianco about the attacks. "It makes you wonder what they are thinking. It is hard to even imagine. There is no way to describe it.”

This latest assault, which involves a street gang that used a teenage girl to lure the victim, has shocked the 186,000 residents of , the second-largest city in Riverside County, and whose motto is: “Where dreams soar.”

The March attack was as brazen as it was nervy. It took place in a park replete with picnic tables, grill pits and a soccer field, less than 50 feet from an elementary school and large residential homes.

“The community is up in arms,” said Moreno Valley Mayor Richard Stewart. “I view the kids as unsocialized. I can’t imagine a gang thinking it is macho or OK to pick on a child. I don’t know what type of reputation they would be getting. Even in the bad-guy world this is not acceptable. This is the kind of crime that virtually nobody would take in stride. Nobody was holding back on this one.”

At the time of the attack, the city was boasting the lowest crime rate in its history. “We have our share of crime but not that much of a visible violent presence,” added Stewart.

“I can’t imagine a gang thinking it is macho or OK to pick on a child. Even in the bad-guy world this is not acceptable.”

The rape occurred a short time after the 11-year-old girl finished school. According to police, she was waiting at a bus stop when a 15-year-old girl approached her. The older girl asked her to hang out at a nearby shopping center, and she agreed.

“Instead of getting on the bus they were supposed to they walked and ended up at the shopping center,” said Bianco.

The two girls t the teenaged boys outside the shopping center in the parking lot, and walked to nearby Victoriano Park, where the 11 year old was sexually assaulted inside a restroom. After the assault, she was told to keep her mouth shut, and walked home.

“She got away,” Bianco said. “Exactly how, I don’t know… It is sickening it could happen to a seriously innocent victim. It is absolutely despicable”

The girl told her mother, who immediately reported the attack to the police. Luckily, they had a few leads. “We knew [the 15-year-old girl’s] first name and the boys were claiming Southside Mafia,” said Bianco. “We knew the members so it was a matter of narrowing it down.”

Six of the teenaged boys and the girl were arrested over a three-day period last week. The last suspect, 19-year-old Michael Sykes, was arrested on March 28. Sykes and the six boys are all members of a well-known Moreno Valley gang called the Southside Mafia. The 15-year-old girl is an associate of the gang, say police.

“They claim Victoriano Park as their turf,” said Deputy Sheriff Belgarde, who did not want to use his first name for this story. The 40-plus-member gang first attracted police attention in 2008, when graffiti popped up around the city's south end. Soon afterward, members, who are mostly teens, became involved in residential burglaries and dope sales.

Some gang members wear skinny jeans, ride skateboards, and sport Seattle Mariners baseball hats. “Regular gangs wear bandanas and you can determine they are gang members,” said Belgarde. “[This gang] has evolved over the years. They are hybrid. Some of them appear to be nerds.”

They are into “cyberbanging,” he said. “When I say nontraditional I am saying their appearance. But their crimes are very similar to [other] gangs.” Cyberbanging is the practice in which people post their gang affiliation online—usually YouTube,and —and use the Internet to attack rivals.

It is not known whether the girl was attacked as part of a gang initiation. “We are considering whether it is an initiation,” said Bianco. “Some of the guys were new members. It is definitely possible…. We have no indication there are other victims like this girl. There may be girls out there that don’t consider themselves victims because they are associates of the gang.”

Police do not know if the girl was singled out. “We don’t have any reason to believe she was targeted,” added Bianco. “We don’t know why it was her, other than she agreed to go with the girl.”

The Riverside County district attorney’s office charged five of the teens with felonies on Wednesday. At the hearing, prosecutors asked the judge to try four of the juveniles as adults. However, they are not asking to try the 15-year-old girl or the two other boys as adults. It is unclear whether juvenile charges were filed against them.

“This was a particularly horrendous crime in which the defendants took advantage of an extremely vulnerable victim,” said John Hall, a spokesperson for the Riverside County district attorney’s office. “We believe they should be held accountable in adult court.”

The next court hearing for the juveniles is scheduled for Monday. Sykes will be arraigned on April 13.
