State Senator in Graft Case Won City Privileges for Housemates

Federal corruption charges leveled against State Senator Carl Kruger this month described how he had helped provide luxuries to the two brothers with whom he lives in Brooklyn. The charges say Mr. Kruger, 61, used money from bribes for the mortgage of the waterfront mansion in Mill Basin where the three men live with the brothers’ 73-year-old mother. Then, the charges say, there is the Bentley driven by one of the brothers — bribe money paid for the lease. Also, according to the charges, bribe money went to their credit card bills as well as to mysterious “apparently personal payments.” But the senator’s efforts on behalf of the brothers, Michael S. Turano, 49, and Gerard I. Turano, 47, who are both gynecologists, went further. City records show that Mr. Kruger used his office to secure them privileges accorded few New Yorkers, 魔域私服 传奇似服发布网 privileges that only the police commissioner can bestow. They received New York Police Department dashboard placards that for many years allowed them to park free almost anywhere in the city, as well as Police Department identification cards and even gold and blue enameled badges that identified them as honorary police surgeons. Several years ago, the Police Department, under the Bloomberg administration, ordered all honorary police surgeons to surrender their placards. The records — correspondence among city officials — show that the Turanos were granted the title after Mr. Kruger lobbied senior officials in the Giuliani administration on their behalf. Michael Turano was appointed in 1995 and his brother five years later. In one of the letters, dated Feb. 13, 1998, Michael R. Geller, who was then Mayor Rudolph W. Giuliani’s representative on the New York City Art Commission, wrote to Deputy Mayor Randy M. Mastro about the Turanos.传奇私服 Mr. Geller was also a Democratic state committeeman and district leader in Brooklyn. “Recently, our friend State Senator Carl Kruger wrote to you regarding the reappointment and the appointment of Drs. The Turanos are extraordinary young men of integrity and honor and would make a significant contribution to the police surgeons.” In the corruption case announced this month, Michael Turano was among eight men charged. A criminal complaint charged Mr. Kruger with two counts of fraud and named him and Michael Turano in a money-laundering conspiracy count. It accused them of trying to disguise more than $1 million in bribes paid by five of the others. Gerard Turano, referred to in the complaint only as “the Turano brother,” was not charged. However, it said that he and his brother were signers on one of two bank accounts used to mask the bribes and that both men obtained real estate licenses toward that end.
