The Massachusetts Gaming Commission fined Encore Boston Harbor $10,000, Plainidge Park Casino $20,000, and MGM Springfield $20,000 after the property’s sportsbook offered bets on unauthorized events involving a University of Massachusetts team that were not involved in college tournaments prohibited under the Massachusetts General Law.
MGM offered bets at the Harvard v Yale men’s basketball game on Feb. 3, 2023, and the Harvard v Brown men’s basketball game on Feb. 4, 2023. Bets were offered for approximately 21 and 20 hours, respectively, at each event, and 28 tickets were sold that included bets from both events. All bets were placed at the kiosk, with two winning tickets redeemed at the sportsbook counter and two other winning tickets redeemed at the kiosk.
Having heard about potential non-compliance cases by other Category 1 sports betting operators, MGM has asked its supplier BetMGM to review all sports bets placed on Springfield casinos since the start of sports betting in the Commonwealth. Following a review conducted on Feb. 9 and Feb. 10, 2023, MGM has informed MGC’s sports betting department of non-compliance cases.
Wegering was allowed in unapproved events because BetMGM previously incorrectly designated Harvard as being in Connecticut. This error has been corrected and BetMGM confirms that all Massachusetts University teams have been correctly positioned.
Following the incident, MGM conducted a daily audit of the potential compensation before the Sportsbook opened that day. BetMGM will also conduct regular quality control reviews of internal guidance documents. This includes conducting a quarterly audit to verify the newly added information and ensure continuous accuracy. MGM has also continued to stress the importance of vigilance in reviewing potential wages for non-compliance to its Sportsbook team.
The MGC appreciates that MGM self-reported the noncompliance to the sports wagering division and their work to ensure that similar noncompliance events will not happen in the future.
PPC accepted 33 wagers across 27 tickets on a 2 February 2023 Merrimack College vs. Long Island University men’s regular season basketball game.
On 3 February 2023, PPC notified the MGC’s Sports Wagering Division that wagering was mistakenly offered on an unauthorized event and that wagering was open on this event for approximately seven hours. The unauthorized event was recognized by a PPC employee when a patron sought to cash a winning ticket including this event.
In a number of instances, patrons cashed winning tickets ahead of PPC identifying the issue and implementing a fix. Patrons who sought to cash a winning ticket following PPC identifying the issue and implementing a fix had their wagers refunded. Patrons who produced a losing ticket to PPC following the issue being identified also had their wagers refunded.
This event was available to be wagered on due to a backend data entry error where the location of Merrimack College was listed as being in Florida.
Kambi, PPC’s sports wagering vendor, has addressed the issue and corrected Merrimack College’s location to Massachusetts. Kambi has also confirmed that no other games involving a Massachusetts team were offered. No suspicious wagering activity was identified upon a review of the wagers placed.
Additionally, Kambi has conducted an audit to ensure Massachusetts college sports teams regular season games have not been and are not available to be wagered on. PPC will continue to coordinate with the MGC’s Sports Wagering Division to ensure they remain in compliance with rules and regulations.
The MGC appreciates that PPC self-disclosed this noncompliance and recognized and rewarded the team member who brought the noncompliance incident to its attention. It has also been noted that PPC and their vendor worked to rectify the problem and put measures into place to avoid future noncompliance.
EBH accepted one bet during the Boston College v Notre Dame Women’s regular-season basketball game on February 2, 2023, which is not permitted to bet under Massachusetts General Law 23N and MGC regulations.
On February 2, 2023, EBH notified MGC’s sports betting department that bets were available at this event for approximately five hours with one money line bet included in the five-team paray. Ineligible bets were invalidated prior to ticket payment.
The bet was placed in a kiosk inside the EBH, where the sponsor did not use the player card when making the bet, so the EBH could not inform the ineligible bet until the sponsor returned to pay for the ticket.
A system error allowed wagering in Boston College women’s basketball, a team known by two names on EBH’s wagering platform, with only one of those names on the blacklist of teams not allowed to wagering.
According to a report from EBH, its vendor, WynnBET, conducts two daily audits to ensure that Massachusetts University sports teams are not allowed to participate in regular-season games. EBH will continue to work with MGC’s sports betting department to ensure that the list of Massachusetts University teams is accurate.
